2、 Work objectives
The main responsibility of enterprise safety production has been effectively implemented. The safety risks and major hazard sources of various industries involving hazardous chemicals were further identified and controlled. The relocation project of hazardous chemical enterprises in densely populated areas was fully implemented. The information sharing mechanism of hazardous chemicals was initially established. The achievements in tackling potential safety hazards of oil and gas pipelines were consolidated. The safety supervision system of hazardous chemicals was further rationalized, the mechanism was further improved, and the legal system was further improved. The safety production foundation of hazardous chemicals has been further consolidated, the emergency rescue capacity has been greatly improved, the safety assurance level has been further improved, and the major accidents of hazardous chemicals have been effectively contained.
3、 Organizational leadership
The comprehensive safety management of hazardous chemicals shall be organized and led by the work safety commission of the State Council (hereinafter referred to as the work safety commission of the State Council). The safety committee of the State Council held a special meeting on the comprehensive management of hazardous chemicals safety as the case may be to study the deployment and promote the implementation of various work. 4、 Time schedule and work arrangement
From December 2016 to November 2019, it is divided into three stages.
(1) Deployment phase (December 2016). According to the general requirements, all regions and relevant departments should formulate specific implementation plans, clarify responsibilities and refine measures, conscientiously carry out mobilization and deployment for comprehensive management of hazardous chemicals safety, carry out extensive publicity and create a good atmosphere.
(2) Remediation stage (from January 2017 to March 2018, in-depth remediation was carried out and phased results were achieved; from April 2018 to October 2019, in-depth upgrading was carried out). (3) Summary phase (November 2019). 5、 Governance content, work measures and division of labor
(1) Comprehensively eliminate the safety risks of hazardous chemicals.
1. Comprehensive risk management. (2) Effectively prevent and contain major accidents of hazardous chemicals.
3. Strengthen the control of high-risk chemicals. To study and formulate a list of high-risk chemicals. Strengthen the control of the whole process of production, storage, use, operation, transportation and disposal of high-risk chemicals such as ammonium nitrate, nitrocellulose and sodium cyanide. Supervise the implementation of territorial regulatory responsibilities, and establish information sharing mechanism of major hazard sources of hazardous chemicals between safety regulatory departments and competent departments of various industries. 5. Strengthen the risk management and control of chemical industry park, major risk functional area involving hazardous chemicals and tank farm of hazardous chemicals. Deploy and carry out quantitative risk assessment of Chemical Industry Park (including chemical industry relative concentration area) and major risk functional areas involving hazardous chemicals, scientifically determine regional risk level and risk capacity, promote the use of information and intelligent means to establish integrated management platform of safety, environmental protection and emergency rescue in chemical industry park and major risk functional areas involving hazardous chemicals, and optimize enterprises in the area Layout, effectively control and reduce the overall security risk. We should formulate comprehensive support policies for urban enterprises to close down, stop and transfer, and withdraw from the city to enter the park. We should give support through special construction funds, fully mobilize the enthusiasm and initiative of enterprises and local governments, and accelerate the relocation of hazardous chemical production enterprises in densely populated areas. Improve the safety supervision responsibility system, strictly comply with the requirements of packaging, loading and unloading, transportation and management of dangerous goods stipulated by relevant laws, regulations and mandatory national standards, implement the responsibilities of all departments, enterprises and units, improve the access threshold of dangerous chemicals (dangerous goods) transportation enterprises, and urge the production, storage and operation enterprises of dangerous chemicals to establish pre loading transport vehicles Vehicle, personnel, tank and documents inspection system, strict control of loading and unloading, strengthen daily supervision. We will accelerate the construction of the National Geographic Information System for oil and gas pipelines. The city and county-level departments in charge of oil and gas pipeline protection should be clarified, and a dual preventive working mechanism of risk classification control and hidden danger investigation and treatment should be established to improve the long-term mechanism of oil and gas pipeline protection and safety management. Promote pipeline enterprises to implement the main responsibility, carry out pipeline integrity management, strengthen oil and gas pipeline patrol and control, and comprehensively improve the level of oil and gas pipeline protection and safety management. 11. Strengthen the safety management responsibility of hazardous chemicals of industry competent departments. In accordance with the requirements of "managing industry must manage safety, managing business must manage safety, and managing production and operation must manage safety", the safety management responsibilities of the competent departments of the industry should be strictly implemented, and the departments responsible for the supervision and management of production safety should fulfill the safety supervision responsibilities according to law. The relevant member units of the safety committee of the State Council shall, in accordance with the deployment and requirements of the State Council and in accordance with the requirements of laws, regulations and relevant regulations, study and formulate the power list and responsibility list for the safety supervision of hazardous chemicals of their own departments.
