Formulation or revision of coating policies and regulations for sustainable development
In the past 2016, under the policy background of national industrial restructuring and comprehensive treatment of environmental pollution, in the field of coating and pigment manufacturing, relevant national ministries and local governments have further formulated or revised a number of policies and regulations.
As a non-profit organization registered by the Ministry of civil affairs and managed by SASAC, China Coatings Industry Association is responsible for bridging the government and enterprises, undertaking projects entrusted by the government and reflecting industry demands and policy suggestions. Relevant policies and regulations are as follows:
1. Substitute catalogue of toxic and harmful raw materials issued by Ministry of industry and information technology of the people's Republic of China
China Coatings Industry Association participated in the formulation of the 2012 edition of the list of alternatives to toxic and harmful raw materials of the Ministry of industry and information technology of the people's Republic of China and the revision work started in 2016. In this revision, the association proposed to supplement the powder coating project containing TGIC, and added the attribute of "water-based or solvent-free" to the UV coating in the substitutes, all of which were approved. This catalogue was officially released by the Ministry of industry and information technology, Ministry of science and technology and Ministry of environmental protection in 2016 (MIIT Lianjie [2016] No. 398). See Appendix 1 for relevant contents of coatings.
2. VOC reduction plan for key industries issued by Ministry of industry and information technology and Ministry of finance of the people's Republic of China
In order to implement "made in China 2025" (GF [2015] No. 28) and "air pollution prevention and control action plan" (GF [2013] No. 37), accelerate the implementation of green manufacturing engineering implementation guidelines, promote the reduction of volatile organic compounds in key industries, enhance the level of industrial green development, and improve the atmospheric environment The Ministry of industry and information technology of the people's Republic of China organized the chemical industry to prepare the action plan for reducing volatile organic compounds in key industries (MIIT Lianjie [2016] No. 217), which was officially released on July 8, 2016. During the preparation of the plan, the relevant contents of the coating industry repeatedly focused on soliciting the opinions of China Coatings Industry Association. Among them, after the suggestion of China Coatings Industry Association, high solid automotive coatings will be used as environmentally friendly alternative products. It is worth noting that the Ministry of industry and information technology of the people's Republic of China, as the competent unit of China's automobile industry, has great significance in affirming high solid automotive coatings. In addition, according to the "proportion of green coatings with low (no) VOCs", the China Coatings Industry Association has changed from 75% in the original plan to 60% in the official version after reflecting opinions for many times.
Among them, the coating industry related key content: the coating industry focuses on the promotion of water-based coatings, powder coatings, high solid coatings, solvent-free coatings, radiation curing coatings (UV coatings) and other green coatings. Wood furniture manufacturers should promote the application of water-based coatings with low VOCs content, and encourage the process and equipment transformation of "oil to water". Automobile industry. In the coating process, water-based coatings and high solid coatings are promoted to replace solvent based coatings, and high-efficiency coating processes such as electrostatic spraying, spray coating, roller coating and dip coating and advanced intelligent coating equipment are promoted.
3. List of hazardous wastes
The new version of the national hazardous waste list was revised and adopted by the ministerial meeting of the Ministry of environmental protection on March 30, 2016. It is hereby promulgated and will come into force on August 1, 2016. All along, the waste generated in the production and use of waterborne coatings has been classified as hazardous waste, which affects the promotion and application of waterborne coatings in China. After the reaction of China coatings industry association with relevant national ministries and commissions for many times, the bracketed note "excluding water-based paint" is added to the item of hazardous waste generated in the production and use of coatings in the newly revised national hazardous waste list, that is, the waste generated in the production and use of water-based coatings will not be classified as hazardous waste.
4. A number of mandatory national environmental protection standards started to be prepared
After years of promotion, the application of environment-friendly coatings has become a key node with the maturity of its product technology. In view of this problem, the national environmental protection department restarted the preparation of air pollutant emission standards for coating industry, and subdivided them into air pollutant emission standards for automobile, container, furniture and other manufacturing industries according to their downstream applications. This kind of standards will be mainly through the management of downstream coating application customers (VOC content of all coatings is planned to be included in the standard), and the use of the characteristics of the industrial chain to form a force mechanism to the coating production enterprises. Therefore, such standards will play an important role in promoting the development of environment-friendly products in the coating industry.
In this context, China Coatings Industry Association, together with China Furniture Association and Beijing Academy of Environmental Sciences, has jointly applied for and obtained the preparation of "emission standard of air pollutants for furniture manufacturing industry"; China Container Industry Association, Planning Institute of Ministry of environmental protection and South China University of technology have jointly applied for and obtained the preparation of "emission standard of air pollutants for container manufacturing industry". The two standards have passed the opening argumentation of the Ministry of environmental protection of the people's Republic of China this year, officially started the preparation work, and will be completed in the next one to two years. China Coatings Industry Association will promote the application and development of environment-friendly coatings in relevant coating industry based on the development of China coatings industry.
5. National green standards and certification
The State Council's "opinions on strengthening the construction of ecological civilization" proposed that more green products should be provided, green consumption should be cultivated, and consumers should be actively guided to buy green products. According to the requirements of the State Council, the Ministry of industry and information technology of the people's Republic of China requires the China Petroleum and Chemical Industry Federation to carry out the compilation of green product evaluation standards in the chemical industry. Among them, China Coatings Industry Association selected interior wall architectural coatings as key products to participate in this work. In response to the above requirements, China Coatings Industry Association has started the formulation of green building interior wall coating standards in the coating industry. This standard will be jointly issued by China Coatings Industry Association and China Petroleum and Chemical Industry Federation under the leadership of the Ministry of industry and information technology of the people's Republic of China, and relevant certification work will be carried out according to this standard.
The promulgation of these policies plays a very good role in promoting the green development of the coating industry, providing more green products for the future, cultivating green consumption, and actively guiding consumers to buy green products.
